A white paper on vocational education released Oct. 17 at the 2026 World Vocational and Technical Education Development Conference says average years of schooling for newly added skilled labour in China is 14.35 years and recent annual throughput of high‑quality workers and skilled talent is nearly 10 mln. It reports 2025 graduates of higher vocational education at 5.8204 mln and secondary vocational education at 5.2182 mln. The paper says vocational systems in recent years have annually provided roughly 5 mln junior‑high graduates and nearly 6 mln age‑eligible youth access to senior‑high or tertiary education, and about 3 mln families per year gain a first‑generation university graduate via vocational education.
